AIR PERMITTING AND EMISSION CONTROLS
Benchmark chemical engineers and air quality specialists have assisted industries in: the resolution of complex permit compliance issues; the development of Title V and synthetic minor permit applications; and the negotiation of final, achievable permit conditions. Our process experience facilitates achievement of important reductions in emissions of hazardous air pollutants (HAPs) and volatile organic compounds (VOCs) through design, procurement and/or installation of air handling and emission control devices.
A
recent project involved assisting a surface coating facility to "cap
out" under New York State Title V regulations. Benchmark assessed VOC and
HAP materials usage and developed waste minimization methods.. We also worked
with the facility to develop and implement an electronic record-keeping system
that tracks HAP and VOC coating usage and corresponding emissions to assure
conformance with emissions thresholds.

Benchmark has also provided due diligence assessments of existing facilities permit compliance histories and potential operating issues with respect to air emissions and future regulatory initiatives. Benchmark recently performed an assessment of two gas-fired co-generation power stations for a potential buyer to determine permit compliance history and future liability issues.
